Ammonia production, pipeline tunnel and quay/storage in Narvik

Norconsult supports Aker Horizons in developing large-scale green ammonia production (up to 600 MW) in Narvik. The project focuses on sustainable ammonia production using green hydrogen and includes the preparation of regulatory plans and impact assessments to address environmental concerns.

Assignment

In the coming decade, large growth in demand for ammonia is expected, among other things to produce fertilizer and as fuel for heavy transport and shipping. Ammonia labeled as green ammonia can only be created with green hydrogen, meaning hydrogen made via electrolysis driven by renewable electricity (e.g. hydro power). Ammonia produced using non-renewable energy sources such as natural gas, oil, or coal is not considered green and contributes significantly to greenhouse gas emissions

Norconsult aids Aker Horizons with the development of their large-scale green ammonia project in Narvik (Lailasletta/Skoglund) with:

  • Planning process according to Planning and Building Act
  • Environmental Social Impact Assessments
  • Natural hazards studies (flooding, geotechnical, avalanche)

 

Solution 

In Narvik, the green hydrogen and ammonia production facilities are to be located in the Skoglund area. The produced ammonia is transported in a pipeline tunnel from Skoglund to a harbor area for safe cryogenic tank storage and shipping at Lailasletta. Norconsult with its planning specialist’s competence lead the planning process and prepares a zoning plan with the required ESIA (for topics such as: CO2 and Greenhouse Gas Emissions, Noise Pollution, Air Pollution, Ground Pollution, Cultural Heritage, Recreation and Outdoor Life, Natural Resources, Water Quality, Landscape, Biodiversity, Public Health) and natural hazard studies. This also consist of fieldwork such as marine biodiversity mapping and geotechnical borings. The planning process encompasses all necessary aspects for establishing a new environmentally friendly industrial plant, which includes ammonia production for shipping. With design guidelines provided by Aker Horizons, Norconsult's interdisciplinary team is tasked with identifying effective and sustainable solutions for the surrounding environment.

 

Result

The ongoing project has reached the stage of initiating planning notifications and consulting on the planning program. Activities such as Environmental Social Impact Assessments (ESIA), zoning plan documentation, and stakeholder management are currently in progress.
