The purpose of the Technical Assistance project is to contribute to transparent and sustainable development of the energy sector in Mozambique by strengthening EDM at this very critical stage of future investments in power generation and transmission in Mozambique and the SADC region and to to strengthen EDM's business capability in development, structuring, negotiation, financing and implementation of large power generation and transmission projects.

The scope of this project included the following major projects:

  • Mphanda Nkuwa Hydro Power Project; mid merit/base load, between 1,500 MW and 2,400 MW
  • Cahora Bassa North Bank Hydropower Project; peaking, up to 1,245 MW
  • Moatize Coal Fired Thermal Plant; base load. Expected output 2,400 MW
  • Benga Coal Fired Thermal Plant; base load. Expected output 2,000 MW
  • Moamba Gas Fired Combined Cycle Plant with a capacity of 800 MW
  • The Centre-South Transmission Backbone Project

Services Rendered:

Technical Assistance to EDM for major transmission and generation projects included the following activities:

  • Project development and consortium agreements
  • Development and negotiation of power purchase agreements
  • Financial models
  • Supervision of studies by external consultants
  • Generation project technical, economic, financial and environmental characteristics
  • Transmission project technical, economic, financial and environmental characteristics
  • Other activities as required by EDM
